The gap
Large commercial units cost a lot to supply and take time to install. Every finished job became an invoice that had to wait.
When the workload jumped, the unpaid invoices stacked up quickly. More work was on the way, and the running costs didn’t pause for it.

What’s changed
Most of the use came in 2022, when the workload jumped, and the funding limit was raised once along the way.
